New Mexico has a stormy gaming history. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to draft a contract with New Mexico Amerindian tribes. When the working group came to an agreement with 2 important local bands a year later, the Governor refused to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that Native gaming in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Native bands, anti-wagering forces were able to hold the deal up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the compact, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, passed by the New Mexico government, to get the process moving on a full accord amongst the Government of New Mexico and its Amerindian bands. A decade had been lost for gaming in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo industry has gotten bigger from 1999. In that year, New Mexico not for profit game providers brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo revenues have grown constantly since that time. 2005 witnessed the biggest year, with $1,233,289 earned by the providers.

Bingo is clearly favored in New Mexico. All sorts of providers look for a slice of the pie. Hopefully, the politicians are done batting over gaming as an important factor like they did in the 90’s. That is probably hopeful thinking.
